Consultation to extend the last date of assessment for New Zealand Certificate in Foundation Skills

NZQA National Qualifications Services (NQS) is requesting feedback on the proposal to extend the last date of assessment for version 1 of the:

New Zealand Certificate in Foundation Skills (Level 2) [Ref: 2862] (external link)

Some providers have requested more time to transition to version 2 of the qualification. They have asked NQS to look again at version 2 to ensure the graduate profile outcomes are sufficiently related to the actual circumstances of learners and their education and employment pathways.

How are current versions tracking?

New Zealand Certificate in Foundation Skills – Level 1 [Ref: 2861], version 3

  • Uptake is nearly 100%, with only eight providers yet to report results for Version 3 in 2025.
  • Number of providers engaged has remained consistent from 2021–2024.
  • The last date of assessment for Version 2 is 31 December 2025.

New Zealand Certificate in Foundation Skills – Level 2 [Ref: 2862], version 2

  • Uptake is approximately 90%, with 60 providers yet to report results for Version 2 in 2025.
  • Number of providers engaged has remained consistent from 2021–2024.
  • The last date of assessment for Version 1 is 31 December 2025.

Considering the 90% uptake, and to support providers currently delivering Version 1 while ensuring learners enrolled in Version 2 are not disadvantaged, NQS proposes extending the last assessment date for Level 2, Version 1 to 30 June 2026.
