Consultation on reviewed New Zealand Certificate in Skills for Learning and Working, for Supported Learners

NZQA National Qualifications Services (NQS) has brought forward the review of the New Zealand Certificate in Skills for Learning and Working, for Supported Learners (Level 1) [Ref:4373] Version 1 to address sector concerns regarding the general conditions for the programme.

Consider the proposed changes

  1. The proposed qualification would be registered as Version 2.
  2. The general conditions for programme to include the below statement to align with the 60 Credit New Zealand Certificate in Skills for Living for Supported Learners (Level 1) [Ref:2853] Version 2. 
  3. No changes are proposed for existing (version 1) GPOs.
  4. The new review date for the updated qualification (version 2) is proposed to be 31 December 2030.
  5. The Last date for Assessment for Version 1 of the qualification is proposed to be 31 December 2026.

The proposed addition to the general conditions for programmes 

The assessment of graduate profile outcomes should be integrated into meaningful contexts such as community participation, and/or work experience or further learning.  

Programme delivery and assessment must:

  • honour Te Tiriti o Waitangi;
  • recognise the culture of individual learners, with particular attention to Māori and Pasifika.

Programmes leading to this qualification must reflect the underpinning principles of:

  • the NZ Disability Strategy 
  • the Code of Health and Disability Services Consumers Rights
  • the role of the Health and Disability Commissioner
  • the United Nations International agreement on the rights of disabled people to ensure disabled persons are aware of, and understand, their basic rights.

It is recommended that programmes leading to this qualification recognise that the learner will require a longer period to acquire and consolidate the skills and knowledge required. Programmes may require a longer period of learning than the 1200 hours of teaching and learning, as determined by the 120 credits assigned to this qualification. Normally 1 credit equates to 10 hours of teaching and learning. For candidates of this qualification, 1 credit may equate to 20 hours of teaching and learning.
