About this consultation
This consultation asks for your input on our approach to a simpler, fairer fee system.
Over time our fee regime has become complex for Tertiary Education Organisations to keep track of, and for NZQA to administer.
Our suggested fee approach is:
- a credit reporting fee that extends to all qualifications, micro-credentials and standards, and
- a professional services fee as either:
- an hourly rate, or
- set fees for each approval and accreditation service.
Your feedback on these proposals will help us develop a new approach to our fees and consider how best to put it into effect.

Timeline for fee changes
We propose that any credit reporting fee change (structure and amount) be implemented from 1 January 2026
We propose that the professional services fee also be increased from 1 January 2026.
Please note that we are currently only consulting on moving from an hourly rate to set fees for approval activities. If there is general support, we will complete a detailed analysis so we can deliver a fully costed proposal, with proposed fees for each service. Consultation on each proposed fee would then take place later in 2025.

After the consultation closes at 11:59 pm on 24 June 2025, we will review the submissions and feedback.
We will publish a summary covering the feedback received and the actions we will take to address feedback.
Following decisions on the fee proposals, we will develop and finalise changes to our fee system.
