The New Zealand Qualifications Authority (NZQA) has today launched a second round of public consultation on proposed changes to fees for tertiary education organisations (TEOs).
In May-June 2025, NZQA consulted on high-level proposals for a simpler and fairer fee structure and set out the challenges with NZQA’s current fee system.
After considering feedback from the May-June 2025 consultation, NZQA’s Board has approved an increase in the professional services fee to $240 + GST per hour, effective from 1 January 2026.
This follow-up consultation seeks feedback on:

Reducing the credit reporting fee from $1.37 to $1.10 + GST per credit

Applying the credit reporting fee to all qualifications, micro-credentials, and standards

Replacing the hourly professional services rate with set fees for some approval services (excluding applications not suited to set fees)
“Feedback will help us fine-tune and develop our processes and associated fees for introduction from 1 January 2026. Following consultation, we will develop and finalise changes to our fees system,” says NZQA Deputy Chief Executive, Quality Assurance, Eve McMahon.
