The New Zealand Qualifications Authority (NZQA) has updated its Rule sets to align with the Education and Training Act 2020 and made one change to the Student Fee Protection Rules (SFP Rules).
The change to the Education and Training Act 2020 from the previous Act has not changed the requirements of NZQA’s Rules. The updates to the Rules are pro forma only, reflecting the new sections and references in the new Act. We have also taken this opportunity to make some minor corrections to the Rules for clarity and ease of understanding.

In addition to the updates, one rule change has been made to the SFP Rules. A new rule, 4.2, aims to ensure that students are treated fairly in the event they do not participate in a course (programme or training scheme) and that private training establishments (PTEs) cannot retain students’ fees on the grounds of a ‘no-show’ by a student, when the student should receive a full refund less the statutory amount PTEs are entitled to retain.
The NZQA Board and Minister of Education have approved the updates and minor corrections to the NZQA Rule sets, and the change to the SFP Rules. NZQA’s Rule sets have been reissued:
