Special Assessment Conditions (SAC) Notification Gateway
Background
NZQA has completed a review of SAC processes and has introduced several changes from 2026, including an expansion of the Notifications Gateway. The updated system will simplify SAC applications while ensuring decisions remain evidence-based and aligned with the needs of students/ākonga.
SAC Applications
When making new SAC applications for students/ākonga undertaking assessment of standards listed in the Directory of Assessment and Skill Standards, schools can choose either the Approvals Gateway to submit applications for NZQA approval, or the Notifications Gateway to inform NZQA of student/ākonga needs and the SAC required.
Note:
- The Notifications Gateway has moved beyond the trial phase and is now available for Years 11–13.
- Applications through the Notifications Gateway pathway do not require NZQA approval or the submission of evidence at the time of application.
- Schools must still retain robust evidence for every SAC decision, as NZQA will audit notifications made through the Notifications Gateway.
The Approvals Gateway continues for cases requiring additional guidance or where complex support needs are identified.
Schools and kura must continue to:
- identify students/ākonga with learning, medical, sensory or physical difficulties that impact on fair assessment, and to determine what SAC support is appropriate.
- design inclusive environments influenced by knowledge of students/ākonga.
- discuss the option of SAC with students/ākonga and their whānau.
- gather and retain evidence of students/ākonga needs.
- use one of the gateways to tell NZQA what SAC students require.
- monitor students/ākonga progress and trial supports as needed.
