2025 Code Administrator Plan
We have published our Code Administrator plan for 2025. The plan outlines our priorities and activities for the year as Code administrator.

Supporting providers’ understanding and implementation of the Code through capability building is a key focus area for 2025. Our Code 101 workshops will resume in March targeted toward newly registered PTEs and Code signatories. We will also deliver Code workshops focusing on international learners and homestay accommodation. You can find and register for NZQA workshops (including those about the Code) through our events page.
Most providers (not including universities) would have gone through three self-review cycles under this current Code and are moving from Code implementation towards more established systems and practices. We are encouraging tertiary providers whose Code-related policies and processes are well embedded to focus their 2025 self-reviews on Outcome 2: Learner voice.

Free webinars on overseas qualifications
NZQA is organising a series of free public webinars about overseas qualifications and New Zealand’s obligations under the UNESCO higher education recognition conventions. The webinars are for anyone who makes decisions or is interested in overseas qualifications for admission into tertiary institutions, professional registration, immigration or employment in New Zealand.
The webinars will be delivered by experienced credential evaluation staff at NZQA. They will provide information about qualifications recognition good practice, where to find information, how to identify fraud and include country spotlights.
The first webinar will explore emerging trends and strategies to detect and manage fraudulent qualification documents.

ISANA NZ & Otago Polytechnic Code Symposium
ISANA NZ, in partnership with Otago Polytechnic, will be delivering a Code symposium on Friday 16 May 2025 at Otago Polytechnic in Dunedin.
The symposium aims to assist practitioners with their tailored support of diverse student bodies (including international students, new settlers, and refugee-background learners).
The symposium will include sessions for both school-based and tertiary education practitioners.
This is the first of two Code symposiums ISANA NZ will deliver for the year.
A guide to student complaints
Most learners have a good study experience, but sometimes issues can arise. The Learner guide to complaints, developed by Study Complaints, provides guidance targeted to learners about how and where to raise learner complaints.
