2025 Code self-review and attestation for Tertiary Education Providers

NZQA is in the process of redesigning its quality assurance framework. The revised framework aims to take an integrated approach to quality assurance, this includes how NZQA undertakes Code monitoring. 

We are still in the process of determining how the Code will be incorporated into our new integrated quality assurance framework (iQAF) including the impacts this will have on Code self-review and monitoring in the future.

The Code requires self-reviews of performance be undertaken and documented.  For 2025, tertiary education providers should conduct a Code self-review and publish a summary of this review on their websites. Code requirements for your review and its publication can be found in Outcome 1, processes 1-3. We will not require tertiary providers to submit an attestation saying they’ve completed the review this year. 

We will let you know when we consult on the details of the iQAF and share what Code self-review looks like under the new framework. 

Code workshops

We host a range of workshops and information sessions designed to support better understanding of the Code and to further build the capability of providers to meet their obligations under the Code. 

Some of the workshops we will deliver in 2025 focus on providing more in-depth information on specific parts of the Code and for particular roles, such as:

  • Code 101 for tertiary leaders—an in-depth look at the Code and Code implementation, geared towards tertiary leaders or those responsible for overseeing Code implementation and compliance.
  • Code 101 for tertiary providers (general)—an overview of the Code, designed for those who are new to the Code or looking for a refresher.
  • The Code and international tertiary learners—an in-depth look at the Code and the additional requirements to support international tertiary learners. 
  • The Code and homestay—an overview of the Code’s requirements on accommodation for international learners and their relation to homestays. 
  • The Code and learner complaints—a collaborative session between NZQA and Study Complaints, the Dispute Resolution Scheme operator, around the Code’s requirements on the effective handling of learner complaints and considering principles of good practice to support this.  

These workshops are meant to complement the ongoing training and resources tailored to staff roles provided by an organisation as outlined under clause 10(2) of the Code.

ISANA NZ Code Symposiums

ISANA NZ will be delivering two Code symposiums this year. 

The first, in partnership with Otago Polytechnic, will be on Friday 16 May 2025 at Otago Polytechnic in Dunedin. The symposium aims to assist practitioners with their tailored support of diverse student bodies (including international students, new settlers, and refugee-background learners). The symposium will include sessions for both school-based and tertiary education practitioners.
