NZQA as a qualification developer
Our qualification service develops, maintains and reviews New Zealand qualifications to support industry, employers, hapū, iwi and Government goals.
Our qualifications come in 2 types:
- field Māori
- generic.
We work with industry, employers, professional groups, Whakaruruhau and other stakeholders to develop qualifications that are fit for purpose.
NZQA has 2 teams working on qualifications:
- Māori Qualifications Services (MQS) is responsible for field Māori qualifications
- National Qualifications Services (NQS) is responsible for generic qualifications.
Both teams are responsible for the quality and credibility of New Zealand qualifications that are listed on the New Zealand Qualification and Credentials Framework (NZQCF).

Developing Mātauranga Māori qualifications
MQS develops Mātauranga Māori qualifications in consultation with whānau, hapū, and iwi. Guidance and expertise on qualifications comes from Whakaruruhau, governance and working groups.
Qualifications are developed with te ao Māori, a Māori world view.
Qualifications we no longer maintain
Workforce Development Councils are now responsible for these qualifications:
