Education providers develop an Assessment Plan each year. These plans contribute to each organisation’s NZQA Moderation Plan.
Providers can access their Assessment Plan via the External Moderation Application in the providers portal.

Tertiary education organisations (TEOs)
For each TEO, the Assessment Plan lists the NZQA-managed standards they have consent to assess.
Each TEO must indicate on their Assessment Plan:
- which standards they will assess in the next academic year, and
- when the assessment materials will be available for moderation.
Secondary schools
Each school must complete an Assessment Plan by the due date in early December.
Tell us which Level 1 standards you intend to assess
Schools must indicate any Level 1 standards they intend to assess for the first time in the next academic year.
In the comments box, add any Level 1 standards your school has assessed but does not intent to assess in the next academic year.
This process applies to Te Ao Haka standards at any level.
Suggest Level 2 and 3 standards (optional)
By suggesting specific standards for external moderation, schools can enhance the benefits of moderator feedback.
Schools can use the systems and standards displayed in the plan to suggest moderation of any NZQA-managed standards they reported results for in the last 2 years.
We try to include all suggestions, where possible, in the Moderation Plan.
For all levels
Schools should indicate approximate submission dates to NZQA, where this is available.
Use the comments box to suggest any standards that can’t be selected.
If no standards are indicated, NZQA will create a Moderation Plan based on the school’s assessment history.
Accessing and submitting the Assessment Plan
Moderation Processors can access and select standards in the Assessment Plan, but only Moderation Authorisers can submit the plan.
