Charges for quality assurance

Information about the annual fees some tertiary education providers pay and our quality assurance fees

Annual fees

Some tertiary education organisations (TEOs) pay annual fees to NZQA.

These fees contribute to work undertaken by NZQA for the benefit of the whole tertiary education sector.

This includes work associated with:

  • ongoing general advice and guidance
  • database maintenance
  • development of operational policy and procedures
  • general risk management, including monitoring and action relating to unregistered private training establishments (PTEs)
  • complaints about providers
  • legal work
  • publications.

The following organisations pay annual fees

  • registered private training establishments
  • government training establishments
  • wānanga
  • Te Pūkenga and its subsidiaries.

Annual fee return form and fee worksheets

Some types of organisations need to complete and submit an annual fee return form and annual fee worksheets to NZQA.

Annual fees for different types of organisations

Private training establishments (PTEs)

PTEs pay an annual registration fee set in accordance with the Annual Fee Rules.

Annual Fee Rules 2022

The fee is calculated from:

Base fee

$775 + GST

Additional fee

$10 for every equivalent full-time student (EFTS) enrolled in the previous 12-month period from 1 January to 31 December + GST

The Annual Fee form and worksheets are due at NZQA no later than 30 June each calendar year. NZQA will then issue an invoice.

For PTEs who register or deregister during the year, the fee is calculated on a pro rata basis.

A PTE’s registration will automatically lapse if the fee is not paid after two reminder notices. The lapse of registration will occur automatically one calendar month after the second reminder notice.

Government training establishments (GTEs)

GTEs pay a standard rate of $1600 plus GST.

GTEs do not have to complete or submit a form or worksheet. NZQA invoices each GTE annually.

Wānanga

Wānanga pay an annual fee of:

Base fee

$775 + GST

Additional fee

$10 for every equivalent full-time student (EFTS) enrolled in the previous 12-month period from 1 January to 31 December + GST

The Annual Fee form and worksheets are due at NZQA no later than 30 June each calendar year. NZQA will then issue an invoice.

Te Pūkenga

Te Pūkenga pays NZQA an annual infrastructure fee to cover the cost of NZQA services to the Te Pūkenga sector.

NZQA invoices Te Pūkenga subsidiaries for this fee in two installments each year.

Quality assurance fees

What we charge for

NZQA may charge TEOs fees for applications and any other quality assurance activities in accordance with our fees as set by the NZQA Board under the Education and Training Act.

NZQA fees

These fees may apply on an hourly or daily basis, plus expenses, to specific quality assurance processes such as:

  • evaluating applications and any associated visits
  • external evaluation and review
  • following up non-compliance with moderation requirements
  • the degree monitoring process
  • compliance visits and associated follow-up.

Compliance visits

A compliance visit means any visit and associated follow-up undertaken by NZQA to verify TEO compliance with:

Compliance visits vary in scope. They could be initiated as part of a regular, periodic process or as a result of risk assessment.

They may be scheduled or unannounced.

Examples of compliance visits

  • Programme monitoring against the requirements of the NZQCF Programme Approval and Accreditation Rules, including moderation of assessed work samples.
  • Monitoring of compliance against the requirements of the PTE Registration Rules.
  • Record keeping checks against the requirements of the PTE Enrolment and Academic Records Rules.
  • Student fee protection (SFP) audits against the requirements of the SFP Rules.
  • Monitoring of compliance with Rule 18 of the NZQCF Programme Approval and Accreditation Rules.
  • Validation visits for newly registered private training establishments against the requirements of the Private Training Establishment Registration Rules 2022.
