About Takiala Pasifika

The Takiala Pasifika 2023-2026 outlines NZQA’s continued commitment to enabling Pacific learner success. ‘Takiala’ is the Tokelauan term for ‘compass’ (pathfinder) and ‘Takiala Pasifika’ is NZQA’s compass for Pacific success. 

Aotearoa is home to the largest Pacific population in the world. Pacific peoples in New Zealand are unique, diverse, and distinct and make an important contribution to this country. Pacific nations lie within connected boundaries of Te Moana-Nui-a-Kiwa sharing similarities in customs, histories, and aspirations but each Pacific nation has its own culture, language, and identity.

The Pacific Aotearoa population is youthful with over a third aged 14 and younger and are our nation’s future leaders. While some progress has been made, persistent inequities continue to exist within the education system. The hopes and aspirations of Pacific peoples however remain steadfast for their children to achieve in education and to successfully contribute to their families, communities, Aotearoa New Zealand, and the Pacific region. Supporting all children and young people to realise their potential and achieve their educational aspirations are key objectives of our education system.

Our education system must be more responsive, inclusive, and enabling of Pacific learner success. This is critical to the success of Pacific peoples and our nation, as Pacific peoples will be a significant proportion of Aotearoa New Zealand’s future workforce.

Pacific communities are transnational, creative, cultural, connected, and dynamic.  We must build on these strengths and innovations and evidence suggests that Pacific developed solutions have positive effects on other communities when they are applied more broadly.

Takiala Pasifika vision

The overarching vision of the strategy is:

The two strategic goals that underpin this are:

  • Relevant Qualifications and Credentials
  • Trusted Assessment and Quality Assurance

This plan builds on previous Takiala Pasifika and focuses on strengthening our Pacific approach across NZQA.

By using data, evidence, insights and talanoa we have identified three critical areas of focus that will enable NZQA to contribute to Pacific learner success.

These key areas outlined below are within NZQA’s mandate and influence and will make the biggest difference for Pacific learners. Tailored and targeted supports will be developed, implemented, monitored, and evaluated.

NZQA is committed to equity and Pacific learner success. We put learners at the centre of everything we do; enhance our regulatory effectiveness, enable people and system capability, and continue process improvement.

The implementation of the Takiala Pasifika is the responsibility of everyone at NZQA. A Takiala Pasifika Governance Group including Deputy Chief Executives will oversee the implementation and closely monitor with regular progress reporting to the NZQA Board and Taupulega.

30-year Education Vision

The actions included within Takiala Pasifika are closely aligned to the 30-year education vision as well as the Action Plan for Pacific Education 2020 – 2030. The five objectives for education that underpin the 30-year vision are:

  • Learners at the Centre
  • Barrier-Free Access
  • Quality Teaching and Leadership
  • Future of Learning and Work
  • World-Class Inclusive Public Education

NZQA’s role within this landscape is the quality assurance of qualifications and assessments.
