Changes to the NZQCF and NZQA Rules from 1 July

Changes to the New Zealand Qualifications and Credentials Framework (NZQCF) and NZQA Rules will come into effect on 1 July 2025.

“The updated NZQCF contains revised level descriptors and qualification type descriptions, along with a new visual representation,” says NZQA Deputy Chief Executive, Quality Assurance, Eve McMahon.

An updated NZQCF Booklet reflecting the changes is available from NZQA’s website.

Five Rule sets have been updated to align with the NZQCF changes. These are:

  • Micro-credential Approval and Accreditation Rules
  • Private Training Establishment Registration Rules
  • Programme Approval, Recognition and Accreditation Rules
  • Qualification and Micro-credential Listing and Operational Rules
  • Student Fee Protection Rules

Updated Rules are available on the NZQA website.

“While these changes come into effect on 1 July 2025, a 6-month transition period means that qualifications, micro-credentials or programmes currently under development can still be approved under the old descriptors up until the end of the year,” Ms McMahon says.

“Tertiary providers should contact us if they need more than 6 months to complete work in progress,” Ms McMahon says.

NZQA consulted on changes to the NZQCF and Rules late last year.
