What is the Code?
The Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021 (the Code) supports the wellbeing and safety of tertiary and international learners enrolled with New Zealand education providers.
The Code covers all learners enrolled at Te Pūkenga, Wānanga, Universities and Private Training Establishments (PTEs) including learners studying online, offshore, and/or in workplace-based settings. The Code requires these tertiary education providers to foster learning environments that promote and support learners’ wellbeing and safety to enable academic success.
The New Zealand Qualifications Authority (NZQA) is the administrator of the Code on behalf of the New Zealand Government. NZQA monitors and supports providers to meet the Code.
Key Aspects of the Code
- Safety and Wellbeing: Education providers must help learners be safe both physically and mentally. This includes providing a secure learning environment and information about support services.
- Respect and Inclusion: Learners should feel respected and accepted for who they are. The Code emphasises the importance of cultural sensitivity and inclusivity.
- Student Voice: Learners should have a say in decisions that affect their education and wellbeing. The Code ensures that their opinions are heard and considered.
- Student Accommodation: Providers must ensure that student accommodation promotes and fosters a supportive and inclusive community.
What Can learners Expect?
- A safe, respectful and inclusive learning environment.
- A positive and supportive learning and accommodation environment that assists with their learning and wellbeing.
- Opportunities to voice their opinions and concerns.
Learners that feel like their tertiary education provider is not meeting the Code, or that they are not being supported are encouraged to talk to their provider in the first instance.
