The Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021 (the Code) supports the wellbeing and safety of tertiary and international learners enrolled with New Zealand education providers. This article provides an overview of what the Code stands for and how it benefits international learners.
What is the Code?
The Code outlines the responsibilities of New Zealand education providers to promote and support the wellbeing, safety, and academic success of their international learners. It applies to all education providers that enrol international learners, ensuring they meet specific standards to protect and support them.
Key Aspects of the Code
- Safety and Wellbeing: Education providers must help learners be safe both physically and mentally. This includes providing a secure learning environment and information about support services.
- Respect and Inclusion: Learners should feel respected and accepted for who they are. The Code emphasises the importance of cultural sensitivity and inclusivity.
- Student Voice: Learners should have a say in decisions that affect their education and wellbeing. The Code ensures that their opinions are heard and considered.
- Student Accommodation: Providers must ensure that student accommodation promotes and fosters a supportive and inclusive community.
What can international learners expect?
International learners should receive care and support like their domestic learner peers, but providers should also recognise and address international learners’ unique needs. Education providers should:
- Provide a realistic picture of life and study in New Zealand
- Offer reliable advice and support through education agents
- Have good systems for managing an offer of study, enrolment contract, visa and insurance status and records
- Clarify educational outcomes, rights, and responsibilities before enrolment
- Explain what happens if learners withdraw, miss classes, or if a programme is cancelled.
Education providers can only enrol international learners if they are an approved Code signatory. This approval process ensures they have the systems needed to meet the Code’s requirements and understand their obligation to support international learners well being and safety.
The Code supports learners enrolled with a New Zealand education provider to receive the support and care they need to thrive academically and personally. By understanding and utilising the resources available, international learners can make the most of their educational experience in New Zealand.
