Our Board members

Meet the members of the NZQA Board

The New Zealand Qualifications Authority is headed by a Board appointed by the Minister of Education.

The Board brings experience from industry, community and education sectors.

Kevin Jenkins NZQA Board member

Kevin Jenkins – Chair

Kevin Jenkins is a professional director, and with a strong background in both the public and private sectors he brings strong regulatory, governance, accountability and risk management expertise to the Board.

Kevin’s other current roles include independent Chair of the Real Estate Institute of New Zealand, Chair of Iti Kōpara | Public Governance Aotearoa (delivering professional development for directors of Crown entities), Director of Harrison Grierson, and Director of WorkSafe. He is also a member of the Risk and Assurance Committees of the Ministry of Health and the Ministry of Defence.

Board term commenced 26 July 2024. Expires 25 July 2027.

Bill Moran NZQA Board member

Bill Moran MNZM – Deputy Chair 

Bill Moran has held key appointments in several government, private sector and charitable organisations. He is currently Deputy Chair of WorkSafe NZ, a Director of Pioneer Energy and a Board member of Te Pūkenga. Previous roles also include Deputy Secretary and the Chief Operating Officer at the Treasury. In 2019, Bill was awarded a Member of the New Zealand Order of Merit for his services to state, sport and youth.

Andree Atkinson NZQA Board member

Andrée Atkinson

Andrée Atkinson FCA has extensive experience in accountancy and business consultancy, bringing expertise in business advisory, strategy and audit to the Board.

Currently Andrée chairs the nationwide charity Youthtown, the North Shore Events Centre Trust Board, and several finance and risk committees. She is an Independent Board Member of New Zealand Certified Builders and an independent Councillor on the Law Association.

Andrée is also a Fellow of CAANZ (Chartered Accountants Association of Australia and New Zealand), member of the Institute of Directors and a member of the Disciplinary Tribunal of the New Zealand Institute of Chartered Accountants.

Jeremy Baker, NZQA Board member

Jeremy Baker

Jeremy Baker was the Chair of the ministerial advisory group providing advice to the Minister of Education on the changes to NCEA. He is currently the Chief Executive of Muka Tangata - People, Food and Fibre Workforce Development Council. He has held senior roles in industry, government and education including previously as Chief Insight Officer at Beef + Lamb New Zealand, Deputy Vice-chancellor for Lincoln University, and Executive Director of the Industry Training Federation.

Board term commenced: 1 October 2021. Expires 28 April 2026.

Wiremu Doherty

Wiremu Doherty

Professor Wiremu Doherty (Ngai Tūhoe, Ngati Awa) is the Chief Executive of Te Whare Wānanga o Awanuiārangi and was previously Executive Director Māori at the Manukau Institute of Technology. With deep Kaupapa Māori and education expertise, he chairs NZQA’s Māori advisory group Ngā Kaitūhono, and is a member of advisory and reference groups across central and local government.

Wiremu holds a PhD from the University of Auckland on the roots of Mātauranga Māori in tribal based knowledge (Mātauranga-ā-Iwi), and has extensive experience in iwi governance.

Board term commenced 1 September 2023. Expires 31 August 2026.

David Ferguson, a member of the NZQA Board

David Ferguson

David Ferguson is the Headmaster of Westlake Boys’ High School and a member of the Minister’s NCEA Professional Advisory Group. He began his education career in the UK, later moving to New Zealand where he has held senior leadership roles at Westlake Boys High School for over 20 years, the last 15 as Headmaster.

David has been an active member of principal-led organisations including as Chair of the International Boys’ Schools Coalition Board, former Head of the Association of Boys’ Schools of New Zealand and Deputy Chair of College Sport Auckland. He also initiated the Waikato University/Auckland Schools’ teacher training programme. David was the Chair of the Board of The Teachers’ Institute and will become its first CEO in January 2025, after he steps down from his role at Westlake Boys.

Siosaia (Saia) Mataele

Siosaia (Saia) Mataele

Saia Mataele is a Pacific leader born in Tonga, and South Auckland raised. He has held senior roles in economic development and digital transformation, and is passionate about digital equity. He is a Director for the Employers and Manufacturers Association, Future Director at the Public Trust, and has been the Chairman of the Moana Trust and a Director of the Wellington Chamber of Commerce.

Board term commenced: 1 September 2023. Expires 31 August 2026.

Cheryl de la Rey, NZQA Board member

Cheryl de la Rey

Professor Cheryl de la Rey is Vice-Chancellor of the University of Canterbury. Through this role, she is a member of the New Zealand Vice-Chancellors’ Committee. Cheryl also serves on the Association of Commonwealth Universities’ Pacific Regional Committee and held notable roles in South Africa, including being Chief Executive of the Council on Higher Education and Vice-Chancellor and Principal of the University of Pretoria.

She holds a MA and PhD in Psychology, specialising in Social Psychology. Cheryl started her career as a secondary teacher and then moved up the academic ranks into executive management. Her recent publications focus on gender and leadership in higher education and science.

Lili Tuioti, NZQA Board member

Lili Tuioti

Aiolupotea Lili Tuioti has extensive experience in the education sector in New Zealand and the Pacific region. She established a private consultancy business TKC and Teuila Consultancy in 2000. This focused on Pacific teacher and school management professional development, school-community liaison in New Zealand, Pacific regional projects in curriculum and assessment reform, education strategic planning and governance training.

As an education and strategic advisor to the Government of Tokelau for over 10 years, Lili served as a member on the University of the South Pacific Council and the Pacific Board of Education and Assessment. She returned to New Zealand in 2015 and is currently the Mission Services Manager at the Salvation Army Newtown Centre. She has held various governance roles in the education and community sectors, including the Teachers’ Council, AUT Council and the ASB Community Trust. Lili currently serves on the JR McKenzie Trust and was an establishment Board of Trustees member for the Pacific Advance Secondary School.
