General administration and data
Derived Grades at scale
Continue to add derived grades for external standards to your data file submissions so they can be applied where required.

Read specific information about derived grades at scale (previously called unexpected event grades)
These grades must be from pre-existing standard specific evidence but can be submitted up until the submission link closes on 5 December.
Results must be quality assured, and by submitting the grades you are confirming your school quality assurance processes have been applied.

You can check the submission of grades through your Key Indicators and the Derived Grades for Unexpected Events Report and remind your staff to add them to your SMS as appropriate.
Assessment Specifications
NZQA annually publishes assessment specifications in December. An Assessment Matters Circular will be published to let you know when they are available.
It is possible that a small number of assessment specifications may be updated in early 2024, following the evaluation of external assessments from the 2023 pilots.
As usual, if any are updated, a further Assessment Matters Circular will be published to let you know they are available.
Reporting the completion of a New Zealand Certificate to NZQA
Schools with programme accreditation need to report the successful completion of a New Zealand Certificate to NZQA by 8 December.

New Zealand Record of Achievement (NZRoA)
The NZRoA for students will be updated with 2023 results when qualifications are released in January 2024.

It is then available in electronic format, or can be ordered in hard copy, through the Student Login.
Students are entitled to one hard copy free of charge, with further copies costing $15.30 each.
Change of postal address
NCEA Level 3 and NZ Scholarship Visual Arts students who have a permanent change of address after your final data file for 2023 need to contact NZQA on 0800 697 296 before 19 December to update their details to ensure portfolios are sent to the correct address.
Assessed NCEA and NZ Scholarship responses will be available to students electronically through the NZQA website’s Student Login and will not be posted back to students.
Remember that you will also need to make any address changes for returning students in your SMS before the first file submission in 2024.
Internal assessment
2024 External Moderation assessment plan
All schools are required to complete an assessment plan by 1 December.
This should indicate all internal Level 1 Achievement Standards and Levels 1-3 Te Ao Haka Achievement Standards that you intend to assess in 2024 and suggest any existing Level 2 or 3 standards you want moderated.
We will email you by the end of February when your moderation plan is available.

Changes to external moderation
Assessor Practice Tool
We have recently completed a second pilot of the new Assessor Practice Tool. This is designed to allow teachers to practice making assessment judgements against standards.
Teachers can then see detailed commentary from a panel of moderators, indicating both the grade awarded and the reasons for the decision.
In 2024 the tool will include Level 1 standards, piloted in 2023.
An official launch of this tool will be made in early 2024. It will sit on Pūtake, NZQA’s learning management system, alongside a wide range of other existing and new Assessor Support online products.

Reporting 2023 internally assessed results amendments and additions
You can amend or add 2023 internally assessed results from 12 December till 11.59 pm on 29 February 2024. Find instructions on how to do this in a Word document at the bottom of your Provider Login page.
Check your Data File Submission errors to ensure that there are no results for which the school, or assessing provider, does not have consent to assess. Make sure you have used the correct external provider code or site code.
If you need to add a result for a standard for which you do not already have entries, please contact your NZQA Learner Records Advisor (schools@nzqa.govt.nz) or your School Relationship Manager.
Once your file has one entry for a standard, you will be able to report further results.
External assessment
2023 external results
NZQA has taken down already-published 2023 external results, including results for Literacy and Numeracy | Te Reo Matatini me Te Pāngarau.
These have been taken down because our system can’t keep them live while end of year external assessment results are being processed.
They will be live again once all results are released in mid-January.
This message is now up on the Learner Login to make this clear to students.

Exemplars for 2024 standards
Internally assessed standards
NZQA is publishing exemplars to support implementation of the new Level 1 standards. These can be found through the Exemplars, reports, past exams and assessment schedules tile on the NCEA subject pages.
Publication began on 9 October 2023 and will be completed, at the very latest, by the end of May 2024.
If substantive changes have been made to standards following the 2023 pilots, exemplars will be made available on an ongoing basis after 2024 external moderation and marking has occurred.
Externally assessed standards
NZQA currently provide exemplars from the 2022 pilot examinations where the standard used for 2023 has not changed significantly. A similar situation will exist moving into 2024.
NZQA will provide exemplars from the 2023 pilot examinations for guidance of the 2024 examinations where the standards have not changed significantly. If the 2024 standard has changed and, therefore an exemplar is not useful, NZQA will develop a sample assessment activity.
There will also be a small number of standards where neither an exemplar nor sample will be published. These standards will receive a set of assessment materials (tasks, instructions and questions) at the start of term three 2024.
