Next steps for implementation of iQAF and new fee system

Earlier this month, we wrote to all tertiary education organisations (TEOs) to advise that the NZQA Board had:

  • endorsed the design and implementation of integrated Quality Assurance Framework (iQAF)
  • endorsed a simpler, fairer fees system for TEOs and approved the updated fees and charges. 

The next step is for the Minister of Education to approve the changes to NZQA Rules to support the implementation of iQAF and new fees. We envisage the new Rules will come into effect from mid-January 2026.  

Once the updated Rules have been approved, we will provide further guidance to TEOs, including information on the transition to monitoring and self-review activities under iQAF, and invoicing processes for new fees.

Qualification submissions streamlined

We have streamlined the submission of qualification and micro-credential completions. You can now submit all learners for a particular qualification or micro-credential at the same time.

Previously, completions could only be submitted one learner at a time for each qualification or micro-credential. This can be a time-consuming process where results need to be submitted within three months of achievement. 

(Note: if you receive funding from the Tertiary Education Commission, you can meet this requirement by reporting completions through the SDR.)

With the enhanced functionality, we have balanced the need for learner-level quality assurance – such as ensuring each learner’s NSN is correctly matched – with the goal of streamlining the process.

What’s new?

You can now submit all learners for a particular qualification or micro-credential before moving on to the next qualification. This new functionality also allows you to check that the correct learners are being submitted.  

The screenshots below show how the new process works.

  1. Enter the qualification title or number you want to award:

3. Enter each of the individual learners’ NSN and search for them; this will enable you to check that you have the right learner:

If there are multiple learners to be awarded the qualification, select ‘Award and Next’. When the last one is done, select ‘Award and Close’.

Lapse of programme or micro-credential accreditation

If a programme or micro-credential has not been delivered by a TEO for 12 months or more, the TEO’s accreditation will lapse.

You can apply for an extension to programme or micro-credential accreditation before the date of any lapse by emailing qaadmin@nzqa.govt.nz.

Keep your PTE current

If you only have accreditation for one programme or approved micro-credential, and it is not delivered for 12 months or more, your organisation’s registration will lapse.

To avoid this, you can apply for an extension of time. Apply for this extension before the 12 months of non-usage ends by emailing qaadmin@nzqa.govt.nz.

Submitting data as an unfunded international provider

If you enrol international students you need to submit their international student enrolment and provider data to the Ministry of Education. This data is used to calculate payments for the Export Education Levy. PTEs make the payments three times a year.

Student Fee Protection arrangements

We recommend that you regularly review your student fee protection arrangements to make sure they still fit your needs and the requirements in the Student Fee Protection Rules.

Things to check include:

  • Are your courses (still) exempt (i.e. under $500)?
  • Do you have approval for the mechanism you are using?
  • Thinking of changing to a different mechanism?
  • Considering a change of trustee?
