What tertiary education providers and school signatories need to know about upcoming changes to Code self-review and attestation processes

Tertiary education organisations

NZQA is currently redesigning its quality assurance framework. The updated framework will take a more integrated approach to quality assurance, including how NZQA monitors compliance with the Code.

The Code requires providers to carry out and document self-reviews of their performance.

For 2025:

  • tertiary education providers should complete a Code self-review as usual and publish a summary of the review on their websites.
  • providers do not need to submit an attestation confirming the review has been completed.

We’ll update providers on how the new integrated Quality Assurance Framework (iQAF) will affect Code self-reviews and attestations in 2026 when more information is available.

School signatories

We’re simplifying the annual declaration process for schools by combining the Code self-review attestation with the ‘Consent to assess and international course approval’ attestation.

This means schools will only need to submit one form covering both requirements.

The form will be due on 6 March 2026.
