New Code resources

NZQA expects providers to be getting ready for the new Code when it comes into effect on 1 January. This means:

  • getting familiar with and reviewing current practice against the new Code
  • identifying any gaps, and
  • making a plan to address them.

We hope these tools help you get started in reviewing your practices against the new Code and to understand the changes.

We will publish our Implementation Guidance for the new Code in late November. This guidance has been co-developed with several sub-sector advisory groups. It will be pan-sector guidance that addresses immediate information needs about how to apply the new Code, with further tailored supplementary resources coming next year.

Gap analysis toolkit

This optional toolkit has been developed to support you in undertaking a gap analysis of current practices against the new Code requirements, which comes into effect on 1 January 2021.

This is an updated version of the 2020 interim domestic Code self-review toolkit. It reflects the new Code and focuses on the gap analysis parts of the self-review process.

There are three tools:

  • Tool A sets out the areas of practice you need to review to check your compliance with the new Code. Tool A is split into three sections:
    • Parts 3 and 4: Outcomes 1 – 4, for all tertiary providers
    • Part 5: Outcomes 5 – 7, for all student accommodation providers
    • Part 6: Outcomes 8 – 12, for tertiary providers enrolling international students.
  • Tool B lists possible evidence examples across Outcomes 1 – 12 of the Code.
  • Tool C sets out a template for an action plan to complete based on the gap analysis, e.g. what changes need to be made, who by and by when? There are separate tables for each part of the Code; refer to the relevant sections for your organisation.

Code-to-Code comparison

These optional tools support providers to quickly see the changes between the outgoing Codes and the new Code. They relate to the outcomes for international learners and student accommodation.

For providers with student accommodation and those enrolling international students, the new Code has retained some of the same, or similar, requirements from the previous two Codes (interim domestic Code and international Code).

#KnowtheCode

We have released #KnowtheCode, a social media campaign on Facebook and Instagram for tertiary students to learn more about that Code. The campaign – in English and Te Reo Māori – has short videos on 5 topics, including student accommodation and learner voice.

We want as many tertiary learners as possible to know the Code so they know there are:

  • support systems for their wellbeing and safety
  • ways to engage with their tertiary provider, and to have their voice heard
  • pathways to raise a concern if their wellbeing and safety is not being protected.

We will be providing you will a digital tool kit in early 2022, which will include these videos.
