New Code guidance

NZQA has published Implementation Guidance for Tertiary Providers to support providers to get ready for the new Code, which comes into effect on 1 January 2022.

The guidance sets out NZQA’s expectations for interpreting and applying the new Code, including for learners based offshore and in workplaces.

It is pan-sector guidance that aims to address immediate information needs about applying the Code, with further tailored supplementary resources planned for next year.

There is a lot to take in, so we recommend reading the guidance section by section, using the tool on the right of the document to navigate between the sections.

  • Sections 1-3 are new, so we suggest focusing on these.
  • Sections 4-5 are reformatted versions of existing Code guidelines (for student accommodation and international tertiary learners) and have only minor updates from previous guidance documents.

If you are reviewing your practice, we recommend reading the guidance in conjunction with the Code and the gap analysis toolkit, both of which can be found on our website.

The guidance was co-developed with staff and learners from across the sector. We wish to thank them for their time, commitment, insights, and feedback during this project.

Pastoral care survey

We will be sending providers a short survey to complete before the Christmas holiday break.

The survey will inform NZQA’s capability building activities in 2022. This will be sent to all designated pastoral care contacts within your organisation.

Code Administrator Plan 2022

NZQA is soon to publish its plan for administering the Code in 2022. The plan will include:

  • priority focus areas for the Administrator, its delegate, and the rationale for these
  • capability building initiatives, including products and services, that will be delivered
  • monitoring activity to be undertaken
  • compliance reporting requirements from providers.
