Approval of delivery sites

Requirements for tertiary providers when setting up permanent and temporary delivery sites

Tertiary educations organisations (TEOs) must make sure that all delivery sites (including all off-site learning) remain safe and adequate for:

  • the programme of study or training provided
  • staff members
  • the number of students enrolled
  • meeting students’ specific needs.

TEOs are obliged to operate a safe and legally compliant environment, which includes the equipment they use. TEOs must tell us about their delivery sites. 

Where a TEO is operating out of an earthquake-prone building (but is legally entitled to use the building) it needs to carefully consider whether this is the right thing for staff and student safety.

Types of delivery sites

Permanent delivery site

A delivery site is considered permanent when a TEO has a regular and ongoing presence at the site.

Temporary delivery site

A temporary delivery site is a site a TEO uses on an infrequent or irregular short-term (up to 26 weeks) basis.

Apply for a permanent delivery site by email to the Client Services teams.

If required, NZQA may request further information or make a site visit.

Temporary sites

Notify NZQA by email with details of the temporary sites.

We have a form in spreadsheet format that you can use for this notification, if you wish to use it.

This notification email must confirm the:

  • location of the new temporary delivery site/s
  • programmes or micro-credentials  to be delivered at the site/s, including the anticipated number of students per programme/micro-credential
  • suitability of the site/s and how they meet all legal and health and safety requirements
  • anticipated start and end dates of use
  • confirmation that all other NZQA requirements have been met.

TEOs must have systems in place to make sure temporary sites are suitable as teaching venues and that all legal and health and safety requirements are met.

Planned, repeated use of a temporary delivery site means the site should be considered a permanent delivery site, and NZQA approval is needed.

Delivering degree-level or higher programmes at additional sites

Graduate and postgraduate certificates, diplomas, and degrees are accredited for delivery at specific delivery sites only.

You need NZQA approval to deliver degree-level or higher programmes from a new or additional site, whether it’s permanent or temporary.

Email our Client Services team in advance to tell us that your institution wants to begin delivery at a temporary site.

Only once the temporary site is approved can your institution begin the delivery.

Permanent delivery sites for degrees

To begin delivery at an additional permanent site, your institution must submit a site accreditation application to NZQA.

If the proposed additional site is new to NZQA, submit an 'Other' application titled 'Site accreditation' in the MyNZQA providers portal and email the permanent delivery site form following the above set out process.

NZQA will evaluate the Site accreditation application alongside the requested permanent delivery site.

If your permanent site is already approved

If we’ve already approved your proposed delivery site as a permanent site for your institution, you only need to submit an 'Other' application titled 'Site accreditation' in the MyNZQA providers portal.
