New development of Gagana Tokelau unit standards Levels 2 and 3

Expressions of interest have extended to 21 September 2023

In collaboration with, and on behalf of the sector, NZQA National Qualifications Services is facilitating the development of new unit standards by 31 December 2023.

Purpose of the unit standards development

The purpose of the unit standards development is to ensure they are: 

  1. fit for purpose and relevant to current and future learners 
  2. meeting the needs of learners and the wider community 
  3. meet current New Zealand Qualifications Authority (NZQA) Rules: Directory of Assessment and Skill Standards Listing and Operational Rules 2022 and NZQCF Qualification and Micro-credential Listing and Operational Rules 2022.

Pasifika Advisory Assessment Group (PAAG)

When the development process gets underway the Pasifika Advisory Assessment Group (PAAG) will provide strategic oversight and direction. At all stages in the review, stakeholders will be kept informed by email and invited to contribute feedback and suggestions.

The Working Panel

A working panel will be convened to develop new unit standards from September to November 2023. The review will be conducted:

  • in the best interests of the sector, acknowledging that members will represent distinct parts of the secondary, tertiary sectors including fluent Gagana Tokelau experts.

The working panel will have collectively:

  • an understanding of the need for and use of the Gagana Tokelau unit standards
  • an understanding of the New Zealand Qualifications Credentials Framework (NZQCF)
  • expertise in languages, language assessment and / or first language speaker.

Each panel member will have:

  • understanding the purpose of the unit standards, and the needs of learners and their pathways
  • credibility, prestige, and mana within the community, secondary / tertiary sector(s), relevant stakeholder groups, or with NZQA
  • willingness to be an effective voice and to achieve consensus.

Secondary schools may release teachers to contribute to this review process. They can invoice NZQA to cover the cost of a relieving teacher (TRD). Secondary teachers who attend panel meetings in their own time may claim the equivalent TRD payment.

The Working Panel may meet face-to-face OR be convened via Teams videoconference.
