Information for schools that want to assess against standards that aren't included in the Base Scope of Assessment for Schools (BSAS)

If a school wants to assess against standards that are not listed on the BSAS, they must apply to NZQA for an extension of consent to assess.

Expiring standards

Expiring standards are not available for new programmes. We can't grant an extension of consent to assess for expiring standards.

Complete the following documents

Document 3 - Letter from the Principal to ISB seeking support for use of their standards [DOC, 33 KB]

Document 5 - Attestation that the school’s Quality Management System (QMS) documentation is up to date [DOCX, 20 KB]

Document 1 - Consent and Moderation Requirements (CMR) form [DOC, 37 KB]

For Level 4 Field Māori standards, complete a subfield-specific CMR instead:

If the standard-setting body is an Industry Skill Board

Schools must gain Industry Skill Board (ISB) support for their extension of consent to assess if the standards are maintained by an ISB. Attach the completed Consent and Moderation Requirements (CMR) form so the ISB can evaluate your school’s ability to meet the requirements.

You don't need to submit a copy of the CMR form if the ISB's letter of support attests that the school has met the consent and moderation requirements for all the standards in the application.

Submit your application online

Completing the online form

  • Enter the contact details for the key contact person.
  • Select the standards you are applying for. Group them by the ISB that supports the standards.
  • Upload your supporting documents as PDFs, including a support letter from each relevant ISB.
  • Add any comments you have.
  • Check all the application details are correct.
  • Submit the application.

You will receive an auto-generated email from NZQA. Note down the NZQA reference number in this email.

If you need to email or speak to us about the application, please use this reference number.

What happens next?

The approval process takes approximately 20 working days. We may ask you for more information if needed.

If your request is approved

You will receive confirmation of the extension of consent to assess. These standards will be included in your school's list of accreditations and you can begin assessing students.

Update your consent file

Please update your consent to assess data in your Student Management System to accommodate the increased scope of your consent to assess.

The consents.txt file should be downloaded from the File downloads section of your provider login.

Schools with KAMAR don't need to update their consent data as this happens automatically.

You will receive an invoice when your application has been processed and approved.
