About the review
NZQA, National Qualifications Services (NQS) has recently reviewed 9 qualifications in the New Zealand Certificate in English Language (NZCEL) suite at Levels 1 to 5. Additionally, 4 new qualifications at Levels 3 to 6 have been developed to expand the current suite of qualifications.
Purpose of the review
The purpose of this review is to ensure that the suite of English Language Qualifications remains fit for purpose and relevant to current and future learners. It also ensures that the needs of migrants, former refuges, international students, and the wider community are met. The intention of the qualifications review is to identify any anomalies, ensure clarity, consistency, and coherence across the suites of English Language Qualifications.
The changes drafted by the review working panel
The review working panel met and drafted the following changes to the suite of qualifications. As part of the review, 4 new English Language qualifications were developed by a representative panel and supported by stakeholders in both tertiary and secondary contexts:

- New Zealand Certificate in English Language (Academic) (Level 3)
- New Zealand Certificate in English Language (General) (Level 5)
- New Zealand Certificate in English Language (Employment) (Level 5)
- New Zealand Certificate in English Language (Academic) (Level 6)
